Buying a home in Zeewolde
Zeewolde follows the same lending rules as the rest of the Netherlands. How much you can borrow depends on your income, your fixed costs and the interest rate. The NHG limit in 2026 is € 470,000.
Zeewolde does have a municipal starter loan (Starterslening), which Almere stopped offering in 2015. If you are buying for the first time, it lets you borrow part of the purchase price without monthly payments on that part for the first three years.
The Zeewolde starter loan
With a Starterslening you borrow part of the purchase price next to a regular mortgage from a lender. The money comes from the municipality; SVn provides the loan and handles the administration. For the first three years you pay no interest or repayment on the starter loan. After that you do pay, unless a new income test arrives at a lower monthly amount. The interest rate is fixed for 15 years and the term is at most 30 years. Zeewolde set this out in the Verordening Starterslening gemeente Zeewolde 2024, which has applied since 3 January 2025.
Under that regulation and the municipality's conditions, the requirements include:
- You are an adult and buying your own home for the first time, alone or with your partner. You can be a tenant or still living with your parents.
- You live in the Netherlands and are allowed to reside here. The regulation does not require you to live in Zeewolde already.
- The home is in Zeewolde and you will live in it yourself. Both existing homes and new builds qualify, and you have a provisional purchase agreement.
- The cost of the home, including improvements or extra work, is at most € 420,000. That is the affordability limit the national government set for 2026, which is lower than the NHG limit.
- The starter loan is at most 20% of the acquisition costs and never more than € 35,000. Both the mortgage and the starter loan carry NHG.
The municipality grants loans while budget is available, in the order complete applications come in. You cannot combine the starter loan with the national purchase subsidy (BEW+) or with Koop Goedkoop, but you can combine it with KoopGarant. You apply for the allocation to the municipality through e-inwoner.nl with DigiD. After that you apply to SVn, which runs its own check on how much you can borrow. The municipality does not say on its website whether budget is currently available; you can ask on 036 522 9522 or at info@zeewolde.nl.
In the first meeting we calculate what the starter loan does for you and what your monthly costs will be once you start paying after three years.
